Do phones with UK numbers need to be registered

I want to buy a new mobile phone that I can use Skype and Viber on as my current phone is no longer able to use these apps. I am happy to keep my current phone to use for messaging and phoning in TRNC. I am with Turkcell. If I buy a new mobile in UK and have a UK number on it can I use it via my WiFi for Skype, viber whatsapp etc without having to register it etc
