android tv box works even without internet. its what you planning to do with it that determines whether adsl 4mb is enough or not.

All I want to do is watch TV.

But I do not have alap top or PC to stream it through, I us an Ipad which has no connections to output to a TV.

I have a Justop 4.0 android box for watching tv with a 4 meg speed, it can freeze from time to time but the picture quality is good. I will go for 5 meg when l renew, multi max do this l believe. Bought the box from Amazon £44 and brought it out, better to get a wireless keyboard at the same time about £16, makes life easier.
