Non TRNC mobile - duty payable

Does anyone know if the import duty payable on non TRNC mobiles has been reduced yet ? Lady in Turkcell said it was due to be reduced but she doesn't know exactly when. On a previous thread April 1st was mentioned.
My frined has put her Turkcell contract sim into her new phone and has been using it for the last couple of days but has not received any message about registering it within the next 3 months - has it been scrapped ?
